Why are armed United States Border Patrol agents being directed to "Run Away" and "Hide" when confronted by an armed shooter? 

The manuvers outlined in these trainings by a 45-minute online seminar and in pamphlets are disgraceful:  Run away; hide; barricade yourselves.  Is this the policy that the Department of Homeland Security thinks is best going to take care of innocent civilians? 

Why are Border Patrol agents being treated so disgracefully, and civilians being left unprotected?  Shoe throwing?  This is ridiculous.
